In December 2006, the Secretary of State for Trade & Industry invited Michael Gibbons to carry out an independent review of the 2004 statutory dispute procedures, with a view to simplifying and improving dispute resolution in the workplace.

Alongside the Report, which was published in March 2007, the Government published a consultation paper "Resolving disputes in the workplace". Over 400 responses to the consultation were received, and the BERR (Department for Business Enterprise and Regulatory Reform) published the "Resolving Disputes in the Workplace Consultation" document in May this year.
